NASA has restructured its aeronautics programs, returning to long-term investment in cutting-edge fundamental research in traditional aeronautics disciplines. Four key objectives guide this new focus:

1. Re-establish our commitment to mastering the science of subsonic (rotary and fixed wing), supersonic, and hypersonic flight;

2. Preserve the Agency's research facilities, such as wind tunnels, as national assets;

3. Focus research in areas that are appropriate to NASA's unique capabilities; and

4. Directly address the fundamental research needs of the Next Generation Air Transportation System (NGATS) in partnership with the member agencies of the Joint Planning and Development Office (JPDO).

During 2006 a four-step process will be used to define the Aeronautics research programs.

Step 1: Each research program has assessed its long-term research needs and goals, and has established a technical roadmap to accomplish those goals. Technical milestones are being prioritized based on NASA’s unique strengths and capabilities. Completed

Step 2: NASA will solicit information on key areas of interest from the external community and determine opportunities for collaboration through program-specific RFIs issued January 3, 2006. Completed

Step 3: Field centers will establish NASA research teams to develop research proposals for each of the programs. The responses to the RFIs will provide important source material to the NASA research teams, and will be used to establish specific collaborative partnerships as part of their proposals for selection by NASA Headquarters.

Step 4: NASA intends to issue NASA Research Announcements to solicit proposals for foundational research in areas where NASA needs to enhance its core capabilities. NASA anticipates that educational institutions, non-profit organizations, and industry engaged in foundational research will be the primary recipients of awards under the NRA.
